When who does it doesn't matter — 'the house is being built', 'Slovenian is spoken here'. Slovene has two ways: the se-passive for a process, and biti + a participle for a result. About seven minutes.

The everyday passive is the se-passive, good for an ongoing process or a general truth: Hiša se gradi. (The house is being built.) Tukaj se govori slovensko. (Slovenian is spoken here.) For a finished state/result, use biti + the participle (the -n/-t form): Hiša je zgrajena. (The house is built.) Pismo je napisano. (The letter is written.) The participle agrees with the subject in gender and number: zgrajen / zgrajena / zgrajeno, plural zaprta.
