Formal text prefers the passive and impersonal. The se-passive: o tem se veliko razpravlja (this is much discussed). 'It is said/thought': meni se, da… / velja, da…. A finished result: biti + participle — zakon je sprejet (the law is passed). The agreement of the participle still matters.
